Crash Fix for Vista/Windows 7
There seems to be an issue where after playing the game for some time, it just locks up and then crashes. After some thorough research, it appears to be an issue where the game does not have the required setup to be allocated certain portions of your ram. In order to fix this, we must set it up so that it can get to this ram.
There are two fixes I know of, both involving modified .exe's, one worked for me while the other didn't.
Disclaimer: Modified .exe's are being used with Steam, which may be a hazard to your account. However, I asked around on the forum and many people have done it and said it's fine. In addition, I am using a modified .exe myself, so I sincerely believe it will be fine.
Fix #1: This .exe has the fix already applied to it

SHUT STEAM OFF.
SAVE THE OLD RAILROAD.EXE to your Desktop.
REPLACE RAILROAD.EXE LOCATED in
"C:\Program Files\Steam\steamapps\common\sid meier's railroads" with the downloaded RailRoad.exe
RESTART STEAM AND LAUNCH RAILROADS.
Fix #2 (Courtesy of Zorander and Warll): Manually apply the fix

Copy your Railroads.exe from "C:\Program Files\Steam\steamapps\common\sid meier's railroads" to your editbin "3gb_enabler2 unzipped" directory
Go to your start menu and find command prompt, open it by right clicking it and pressing run as administrator.
Change to your unzipped 3gb directiory where you have editbin.exe by using the "cd" command. example: cd "users/coconut33/desktop/3GB enabler"
Type "editbin.exe /LARGEADDRESSAWARE Railroads.exe" (no quotes)
Extra Step for Vista 32: 4b. Type "BCDEDIT /set increaseuserva 2900" (no quotes). (Note: System boards vary; if 2900 does not work try 3072)
Copy the patched Railroads.exe back to your "C:\Program Files\Steam\steamapps\common\sid meier's railroads" to your editbin "3gb_enabler2 unzipped" directory
Note: If anything goes wrong for either fix, don't worry. Just delete the railroads.exe from the folder and then launch Railroads. It will automatically download the original steam copy again.

I always knew it was a memory issue, and have been waiting for the fix!
The directions are clear and easy for Fix #1. (Win7Prox64-Gen1i7-6GB-ATI-etc.)

Any help would be really nice. This is running the game with or without mods. I am using the original CD that came out long ago( NO STEAM Involved)
Just running the game normally, I can get crashes. Crashes the higher you get. Would like to add a lot more mods to the game so I need to get it crash proof
I have tried the BCEdit using both numbers, still crashes. I have tried the create seperate folder, but no matter how many times I press "A" in CMD mode, it keeps telling file not added. That one may be on me for not pulling out the cobwebs & figuring it out correctly
Did you move the whole folder?
Here is what I got this from Tom's Hardware on BINKw32.dll
Binkw32.dll errors are caused by issues that the particular game you're trying to install or play is having with the Bink Video codec created by RAD Game Tools, Inc.
Copy the binkw32.dll file from your game's System directory to your game's root directory. In some games, the binkw32.dll file is placed in the wrong directory when the game is installed.
For example, if your game is installed in C:\Program Files\Game, copy the binkw32.dll file from C:\Program Files\Game\System folder to the game's root folder at C:\Program Files\Game.
Copy the binkw32.dll file to your Windows System directory. Some people experiencing binkw32.dll errors have fixed this problem by copying the binkw32.dll file from its location in the game's installation folder to the C:\Windows\System folder.
Other Options ..
1. Reinstall game.
2. Install updates/patches
3. Update video card drivers.
4. Download and install RAD Video Tools : http://www.radgametools.com/down/Bink/RADTools.exe
