I downloaded that mod but when I try to install it it says "Please start SMR atleast once before installing SMRI :(

You'll need version 1.1, else most maps from there won't work.

recommend the Arabia one, new resources etc. even comes with new sound! top map.

And best is, you don't need to install anything, just copy the downloaded map files into the right directory of RR.

That is right at the top in the Railroads_changelog.txt in the folder :\Steam\SteamApps\common\Sid Meier's Railroads:
