How do I do it? I can never get far because my culture lowers and I can't build the spa to keep up everyone's happiness, so eventually everyone stops working.

Build the School, you can swap it for the Theater or Workshop + Atelier later
Also the Theater can generate amenities early, you don't need the Spa until you have a very large amount of Faeries and too little amenity generation
