Crashing while starting up the game

Hey, so I'm having some issues that first I copied the game file from my steam library on my laptop and pasted it in my PC i just built the game kept crashing even after validating the game files so I uninstalled and reinstalled the game completely steam was transferring the game files I canceled it and downloaded it from scratch it got done downloading couple hours ago and the crash problem still exists. The game goes as far as the Unreal logo and crashes sometimes it crashes even before that, my graphics drivers are completely new and my windows is also updated fully so i don't know what the issue is, if anyone has a solution please let me know

I used to play it on my laptop
specs:
I7 (6th gen)
16 gig ram
Nvidia 970m (4 gig)

The new PC I built:
I7 (13 gen)
Nvidia 3060 (12 gig)
32 gig ram

The PC is running every other game properly and I didn't download those games just copied and pasted them from my laptops steam library to my PC (Forza Horizon 4, Zero hour, Ground branch, Icarus and others) they are running fine only issue is with Ride 3, I'd really appreciate the help.

ride 3 worked on my old gaming laptop fine, no crashing-was a ASUS TUF 2020 with added memory as it originaly came with just 8GB of RAM.
it had a ryzen 7 cpu,32 GB of added kingston fury sodimm RAM,A rtx 2060 with possibly 2GB of dedicated vRAM,a teriblly small 256GB SSD drive....

my new bespoke laptop i only had put together for me in january 2024, has an i9 cpu @5.04GHz, an RTX 4080 gpu with 12GB of dedicated vRAM,has 64GB of RAM, 2 SSD drives; 1 is 2TB the other; 1TB,running win11.
does anyone have any ideas? ive tried verifying the files, that was the first thing i did.even threw despration i unpluggedd the pad-a turtle beach xbox one react -r ,didnt work...unplugged the roccat kone XP mouse- didnt work, it still all crashes at that same window as everyone else writing here.

theres no way id get the latest ride if this is what ive got to look forward to again when its outdated by another ride,ride 3 was my introduction to the series. -it just confuses me- im able to run sega saturn and mega drive ported games ive bought threw steam fine like nIGHTs,metal slug x and flicky and streetfighter II so how come i cant run reasonably new PC games like ride 3? i bet even my old copy of superbikes 2000 woud run on my rig,if laptops came wiith dvd drives still lol.
anyway enough moaning from me, if anyones ablle to offer advice id be extremely greatful, cheers.

-and just like that, its working,wow.
decided to give it another whirl and it, got past the logo at the begining and half flipped back to the desktop,flipped back into full mode game mode but with slightly screwy resolution,when it got to the menu stage it had auto corrected its res and i now have a workiing ride 3.
-im not one of those who will refuse to buy the newer editions of a game until its very last dying breath, i just dont have a working card-ive been waiting for it to be sorted for over a year now,as im under an apointee and steam has stopped shops selling the physical gift cards for some reason.

THE FIX:

Press WinKey+R to open Run window. In it paste: SystemPropertiesAdvanced
- Press Enter
- Click Environment Variables at the bottom
- Under System Variables, press New
- Add these values to the variable:

Variable Name:
OPENSSL_ia32cap
Variable value:
~0x20000000

Click Ok to close the windows
