I have experienced this issue as well.
In my current game, I was 18 years old. I gave the rose of romance to the NPC Melanie Jugg who had "love" status, and it made the date.
I first tried arriving at the house early, but she stayed at the tavern for the entire 4-6 window, and talking to her didn't have any other dialog options (as you said).
Thinking that perhaps being in the level when the condition was triggered at 4p might prevent it (have seen this in other games (e.g., Stardew Valley cut scenes)), I reloaded and tried staying in Druida Cross until after 4, then entering Candelwych. It worked when I did that, but I don't know if the fact that I waited outside the level mattered.
I think I ran about 5 or 6 dates with Melanie. About half the time, whatever trigger that places her in the house waiting during the declared window didn't seem to occur the first time - even if l entered the level after "date time" began. I even started avoiding the level entirely until the time (again, no idea if that matters), but she would still sometimes not show. I actually started to wonder if this was an *intentional* possibility (i.e., the NPCs can randomly stand you up?), but I never got any message to this effect, so I decided probably not. I just started reloading the game from that morning and trying again - usually it "worked" on the reload.
I assume there is a glitch in the game that, based on some related status/condition, prevents the NPC command to be waiting from occurring.
Had a similar/related issue with the Marriage Road quests: when I reached the day where you're supposed to "take them to a place of their choosing", I would give her the "follow" command as instructed, but it didn't seem to "take" (NPC didn't follow). I'd even see the "take me to a place of my choosing" message above her head, but couldn't get her to follow. I had to reload a couple of times before this one would work, but it eventually did. I think I attempted all the failures first thing in the morning, but on the successful attempt I waited until after 4p (like a date) to go find her, even though there was no text suggesting that was necessary...
These were the first actual game-breaking bugs I've encountered in ~30 hours. Have only run the official release so far, but think I may tinker with the experimental soon.
EDIT: By inviting after 4pm, I was able to get my date to follow me, but only within that area. They'd remain positioned at the area exit I'd left them at, but could not go through.
