I am at 11 and still haven't found it ( I also don't have the rover ). The RNG for tablets, and mining resources needs some bounding to make it less punishing. I also had a horrible time finding aluminum in my early game, and now I am living in a world that has no silicon.
In its current state, this game is unplayable.
I am now on 18 Electricity points with all previous discoveries researched and finding all kind of seeds etc but still didn't get it, while I got ones like Industrial Energy Stage 2 and Battery Printing. I feel like I am stuck on the energy side of things cause I already have many small solars which are a pain to keep up with... considering last two weather events were a sandstorm and a tornado :(.
But gonna keep trying :D
In the meantime, I thought of a better suggestion than my previous ones. How about the tablet discoveries are grouped in pools.
Example: First set of tablets will only unlock (randomly) discoveries that form part of a finite pool of discoveries, the so-called starting level ones. Once this pool of discoveries is exhausted, the tablets will start unlocking discoveries from a higher-tier pool of discoveries until these are exhausted. And repeat with improving Tech with each pool. Pool size should be substantial to keep the randomness feel but should not be too large as this problem would persist, but maybe not as pronounced as it is now. It also seems the easiest to implement without the need in changing anything from the current Tech tree.
Have you tried each individual one and are they really say that you have reasearched everything ?
I am not counting tablets I open them immediately but should be a lot.
I still have more tablets to find and hunt though; so I am sure I will get efficient Photovoltaic research eventually. Just wanted to point out current tablet discovery system needs to be improved because as it is it defeats the sense of progression, especially if you get this unlucky like me :(
Take your rover out to a 10-20 Sol trip, grind any base you find to dust (without bothering to go through it to find something, will drop to the ground anyway after the grind) and you will surely have enough tablets afterwards to unlock half of the chemistry tech tree when it is opened.
Not absolutely sure anymore, but I do not remember getting medium panels before I had the rover and grinder 3 . And since there are some pre-requisites between the techtrees, I would almost assume the devs may have hidden some "hidden" ones as well :D
As for "sense of progession" ..... "Baby you aint seen nothin yet".....would be quite a boring game if one would have everything within the first 100 hours.
At least you can find them. I have searched every base within 10000 meters of my base now that I have the jetpack and there are none to be found anymore. I find every thing else just not blueprints

Never had a tablet below my feet, really rarely had them above me hanging in the air.
Rover and grinder 3 should be the things to strife for before the medium solar panels.
Eben just a rover without container has way more storage than one yould carry with just the ATV and the boxes on it and one even gets a bed for sleeping, so no need to build a capsule.
And without grinder 3 one might look thorugh a base and find nothing which suddenly pops out when grinding it down (don't know where it hid, but I had searched it thouroughly).
I simply do not see the use of wasting time by searching when I can find the sutff in less time when I simply grind the structures down and have way more building materials.
Or does it really make sense to get medium panels and then spend hours on mining because you need all the materials to build them for the 3d printer ? :D
I hope a solution is released soon, I have like many, I will be forced to suspend the game, which I add I like it very much!
If you really desperately need more energy simply build more panels and storage.
Game is easy enough the way it is, so easy that some even started it in freemode at madman level and they still do not find it that challenging.
