Learning it requires finding the "Rover" blueprint AND having the "Small Accumulator Upgrade" tech learned in the Electricity tree. Once you have hit those two marks and can build a Materials Workbench, you can use that bench to spend a Materials point to learn Heavy Rover.
Learning Heavy Rover unlocks the recipes for the Heavy Rover itself, the Grabber tool for the crane, and the Tipper trailer.
The Rover is placed for building from the Blueprints section just like any building. Bear in mind when trying to place it that its clearance footprint is HUGE (at least the size of a Workshop, IIRC). You'll probably want an open, flat area to try to construct it.

I'm always reversing the two if I'm not actually looking at the tech tree at the time. *sigh*
Does this also works in the campain mission? I`m looking for the heavy rover blueprint.
And just to clarify: "Rover" and "Heavy Rover" are both referring to the same vehicle. People just tend to shorten it to "Rover" a lot because it's faster to say/type ;)
Ok that is great. I have the "rover" and the "Small Accumulator Upgrade" blueprints. But I do not understand how I can build one. I cannot find the "Materials Workbench" in the menu.
What am i dooing wrong then.
you must unlock the science bench in materials that is the material workbench
Well it's actually the Mechanics Workbench you will need (I sometimes flip those two tech trees.
Each tech tree has an item about halfway along labelled "Science Workbench." That unlocks a separate bench for each category that you can build- there's a "Mechanics Workbench," a "Botany Workbench," etc. To unlock any technology beyond the "Science Bench" in that category, you have to build the matching bench and then interact with the bench to spend your tech points.
Be forewarned that each of those specialty benches has a big power demand- 10KW regardless of day or night. However, you only need the bench while you are spending the points on an unlock. Once you finish spending points you can go ahead and destroy it with the grinder and not have to worry about powering it 24/7.
