Yep, any ATV. The rack will hold two crates, each crate has 5 inventory slots IIRC. Might have been 6, but definitely no more than that.
You equip the crate like a tool, then look at the rack on the back of an ATV and click to place it there. Once it's in place you'll see an inventory interface when you aim at the rear-facing side of the crate.
The Rover also has a storage cabinet inside the cabin, in the upper-left bay above the bed, in case anyone reading this missed it. ;)
That's probably mostly because there's little reason to use the damaged ATV once you've built one of your own. The "rescued" one has a significantly lower top speed than the one you build- 22 versus 32-33 on a flat stretch. But since you can't destroy vehicles, the old mule just sits there patiently...
Now I think of it though, putting two more crates on that would make for another (small) chunk of storage. Every little bit helps.
