The rover tutorial covers this. I've never done it in game, only the tutorial, but my recollection is you need a Container on the rover that contains all the components needed for a building blueprint you want to assemble. You need to lay down the blueprint first. Drive up to the building, take out the welder and use it pretty much the same as your blowtorch.

You need to research Welder and Container for the rover in Mechanics Tech Tree. You don't have to build welder, but I think you need to craft the container. I'm not sure about the container, I don't want to research this technology yet because it's not really that usefull if you got your blowtorch maxed out.

I got my Heavy Rover 150 Sols ago, I think I've only used it properly twice in all that time.

One big advantage of this is that you don't have to keep the lmb pressed. Instead, you can pick a mug!
