Anyway, I scrapped it and rebuilt it and still did not get a bucket. I saved the game and then reloaded to see if it would show up, but to no avail. I don't know what to do now.

Is there a safe way to scrap a rover and get the parts back?
I must have misread, never tried myself but thought you said you scrapped it once already.
I thought that I had. Thinking back on it, I just loaded a save before I had the rover.
Next base about directly west of the free ATV base.
Haven't been able to connect it to the Rover yet, but I'll try on next load later or tomorrow.
Had to get Cutter lvl 3 to remove the base to get a clear path to the tipper.
Perhaps that's a reason why I didn't get that tipper with the Rover?
Weird, I've taken sown loads of solar panels at all times of the day/night cycle and I've never been electrocuted.
Perhaps that's because of my difficulty setting, I'm playing on Normal in the Campaign.
But when I first time found the free ATV, I tried to scrap that and it blew me several meters away.
Scrap panels that you find at the abandoned bases aren't generating power, so they won't electrocute you. Panels you have built do generate during daylight, and even on normal campaign will kill you with thrown sparks if you stand on the side facing the socket. To grind those safely, either do it at night when it's not generating, or stand at the opposite side from the outlet (a little distance off, not right against it or you'll still get zapped) and aim at the pole above the socket or on the solar panel to either side.
