war cards

when i am really strong and i got full military action red points i cant get war cards even sometimes aggression cards and when i am not strong i get full war cards, i got more than 3000 hours in this game i got sick of this; the game has a balance problem or what ??? where are those cards???, i couldnt get war cards with military theory,fundamentalism,napoleon,constitutional monarchy and kremlin is it a joke ??? also i noticed that in age 4 when i have no right to declare war i got those siily war cards; why age 4 is only one turn this is really annoying

When you're building up your military you use up your military actions and thus get less war cards.
