Entering the Innernet

So I've finally got into the Innernet and found both of the tile code thingies, but no matter how many times I go into the portal I can reach, I'm back to near where I started. And the center portal at the end of the room won't open. Am I supposed to enter them in a specific order or is there a hidden portal I have to locate?

So, you're saying you opened the portals but they're not working? Did you correctly input the codes you find accross the room and get a cutscene for it?

Yeah, but when I try to enter the portals they either take me to a close area I already went to or it won't move me to a different area at all. And isn't the big portal at the end of the room supposed to activate when I put in the the two codes? What else do I need to do?

No, the Portal open when you put the 2 Piece code you get from talking to both Error and Phisherman. Phisherman is on top of Plinth!

Where are they? How do I get higher than the series of messed up stairs in the first room? I literally can't find anywhere else to go.

I'm trying to pin-point what you've done and haven't done...
Have you reached Plinth?
Have you already opened the bridge to get into the Tower in Plinth?
Have you already advanced through the moving Red and Green platforms?
After doing that puzzle you get to the middle of the tower, where you have to Hyperlink around to keep moving up. Have you done that already, or not yet?

No, I'm literally at the beginning of the Innernet where you have to locate the two block codes to open portals then try to reach the odd staircases to reach the portals.

Alright!
So there's 2 codes hidden in that room.
Inputting each of them should trigger a cutscene and open up a portal on each side of the room.
The center goes off to two sides, and each portal and password are reached by taking said side!
If you want, I can look up a gameplay video and give you the timeframes you so know what to be looking for! ^_^
