But what is your cpu, ram, storage for the game (ssd or HDD), graphics card.
I'm baffled by people having issues with the game, runs perfectly on the Steam deck, which is considered as low specced, I've not tested it on my 2080ti yet,as I play the game handheld.
I’m playing on the Steam Deck as well(256GB original) and I’m having plenty of frame issues.
The game plays fine while Sable’s on foot, but things have trouble loading constantly on the bike. I can usually solve some of the slow down issues by getting off the bike and stopping for a second, but the game really can’t keep up with even the base bike’s movement. Sable regularly disappears from the bike too. That’s how I know I’m about to have some issues.
The game is still playable, and enjoyable for that matter, but I’m fighting against its optimization most of the time.

So potentially, depending on if you have done the above, I might have a performance advantage..
They did reach out to companies for help with the PS5 version but simply couldn't afford the costs. I understand the reality of that, and also not being able to get it running on PS5 properly, but that being the case they should never have released it on that console.
Some truly baffling design choices made here.
Even then it gets stranger. CPU usage is also low, usually < 70% - but every core is being used. If you disable cores 1 at a time you'll gradually tank your FPS but the remaining cores still stay at relatively low speeds. This is while standing still for a significant amount of time, so it's not the background loading of the world.
How they made something so simple required 12+ cores to get a steady 60fps is beyond me.
