How is this look achieved?
This isn't your typical inverted normals cellshading. Can someone point me to a technical explaination of how such a shader works?

Done in Unity, edge detection...?
This is cell shading but looks like a lot of work done on the edge detection, colour/shadow shading and probably controlling the lighting on each character individually.

It looks a lot like what they've done with Guilty Gear Xrd but tweak towards the moebius style instead of anime/manga.

The biggest thing between this and Xrd to me is the lines on the edge detection (this is a universal thickness whereas Xrd will have varying thickness like in an anime or, put another way, this is pen line work vs brush lining) and the way internal lines/details are picked out (Xrd uses more shading and shadows to show bumps and bends in a model, Sable looks more like it picks out the edge and draws it while keeping the colour more similiar in shade).
I'd love to see a game that emulated the celluloid aesthetic old 90s anime had. Works like Akira, Ghost in the Shell, Cowboy Bebop, and Trigun had such a visually striking appearance.
