Seems like it might be the opposite, somehow. The game has a New 3DS release planned as well as an English release, but those are long after this Japanese Steam release: http://studiotokoyo.com/maniyugi-tokoyo-j.html

I'd rather play with a screen filling resolution, but chances are that the game is balanced around it even if I'd like the visibility and perhaps more modes to cater for the increased space of real monitors (sorry 3DS - you weren't too impressive in 2011 either).

Unfortunately, development of the 3DS version has been discontinued. It may be possible to adapt it to the PC with an update someday.
