Hotkey rebinding appears to be broken

Default keyboard shortcuts were working.
Then I tried to rebind a few on the Settings screen.
The screen indicated that I had successfully changed the shortcuts.
None of the rebinded shortcuts ever worked.
None of the original shortcuts that I didn't rebind worked anymore.
Resetting the keybindings, the Settings screen shows them back to normal.
But None of the keyboard shortcuts work anymore.

I've quit out and restarted. I've tried resetting shortcuts multiple times. Trying to change the bindings appears to have broken all keyboard shortcuts.

That's not ideal.

EDIT: After reverting to the defaults, rebooting the game sometimes makes some of the hotkeys work again (with their default bindings), but not all of them.
