Basically each group of 3 scans you have a chance of finding one (except in a couple cases, two) planet out of the 3 sectors. It's random whether it's in the first/second/third sector you scan.

Easy answer is always build a short range scanner so it scans at least 3 sectors. You can explore the whole system in 12 short range scanners. It is okay to mess up but it just costs you millions more in credits down the roads. Keep close track of what number of sectors you scanned. Not and I repeat not the number of planets. If you find a planet in a group of 3 on try 1 that usually means the next 2 you scan will not have planets. So you can plan a little bit in how your solar system turns out. You will have guaranteed planets and guaranteed empty sectors as the game progresses. Just use the link provided above to get the numbers. The math works out that almost all of the time there is a 1 in 3 chance of getting a planet. I think at the very end there are 2 planets in a group of 3 so a 66% chance first try. You want to try and get your planets as close to each other and as close to the sun as possible just to save time and hydro doing shipments. Leave the further away sectors empty. That is where you want the empty ones to be for later on.
