Why would you not?
What is better:
1. Dont take a miner and get zero fuel or
2. Take some miners and recoup some of the cost of entering the Red Star?
You can make a net positive on hydro if you get lucky but most of the time its to reduce the cost for example:
RS7 1200 to open it send in 2 transports to hold 4 artefacts x200 hydro and send in 3 battleships (Forgot the cost ut say 250 each)
Thats 2350 hydro just to send them in there and then the cost of moving them about, which depends on what your battleships have on them but you get the point. Its better to send in miner to get as much hydro as possible so the cost is not 5000 but maybe only 1000-2000.

But there is no fuel stealing in HS.
There is no name printed on an asteroids.
Best in public red stars is to get as much fuel as you can.
We all know what happens when you clear a sector and someone else sends their miners to it.
