It is hard for me to put into words how inordinately bad the combat (the one thing this game needed to do right) in this game feels. Here is list of all the problems I can think of:

- You are very slow and clunky.

- After getting shot with a gun, you stagger, which prevents you from doing anything, including dodging, blocking, or attacking. This has lead to many instant deaths when getting shot by enemies with machine guns.

- When you knock an enemy to the ground, they become invincible. In many cases the first attack will knock an enemy, this causes the following combo hits to become useless and frustrating to do.

- You cannot cancel attacks, which leads opening for range enemies to get in free attacks.

- At the harder difficulties, it feels like the only way to win is to cheese the fights by running away and hiding, then using range attacks to slowly chip away their health.

- The lock on system is very poor.

Note: There are more problems, but I don't feel like ranting anymore.

OVERALL: The game is not worth $60. It feels very low budget and rushed.

TLDR: Cashgrab, get if under 20$/euro AND youre a big One piece fan, and are fairly up to date. Otherwise, not worth it right now. 6/10, but if it wasnt one piece related, it'd be a 4/10. 14 hours of gameplay completed the main storyline and almost all side missions and collectibles/chests opened. Maybe the DLC can pull it out of the ashes, but I doubt it.

Here comes the long review:
Negatives:
•You can only play as Luffy. No other playable characters, at all.
•Environment/world/art style doesnt feel like something in the OP universe. It feels like a game was half built for something more "realistic", ie, not as cartoony, and then a OP filter was added to everything. Slapping a big MARINES sign on a castle that looks like it should be from Chivalry:Medieval Warfare, doesnt make it One Piece.
•The world, while pretty, is boring and kinda empty/dead. Apart from enemy camps randomly spotted along the roads/buildings, there isn't much going on. Sure, there's a few NPCs just wandering around each village/town, but they dont do anything apart from give you some random information.
•The game's difficulty pacing is pretty poor imo. By difficulty pacing, I mean that, it's kinda hard at the start of the game when you have no abilities/skill points invested. However, very quickly, you become overpowered for the rest of the game, until the lead up to the last boss fight, where suddenly the difficulty just takes a huge leap. The boss fight itself isn't that hard really, but it's the minions/robots he sends out that seem kind of overtuned imo,but maybe i'm just bad.
•The combat in the game is mediocre at best, and that's pretty much 80% of the game. Luffy has 2 stances, and each stance has only one combo. You can add a move to a combo through skill points, but thats it. Also, there's only one takedown per stance, and each is a punch to the back of the head. Some boss fights have different takedowns on stunned bosses, but that gets repeated too.
•The lock on system is absolutely atrocious. You lock on to where the target is, but it doesnt follow them if they move. Almost all the enemies at the end of the game have a lot of range and can fly, so you have to use your one long range ability, which sucks on controller.
•Almost no voice acting, and lots of long loading screens make it a bit of a bore at times. Found myself skipping a lot of dialogue/checking my phone, which is never a good sign
•SOOOOOOOO many fetch quests and missions where you go across the map, talk to an npc, fight one group of 4 pirates, then come all the way back across the map. Basically, 2 minutes of travel/fast travel loading screens, 30 secs of dialogue, 20 seconds to kill enemies, then back to another 30 sec dialogue, and another 2 minutes of travelling back to the quest giver.
•The skill tree seems kinda like if they made Luffy have all the abilities from the start, then randomly said "Let's take away some random parts of his abilities, just to have something to unlock, later"
•The Free Battle gamemode, which I was hoping was going to be a Burning Blood/Jump Force style fighter where I could play, even if only as Luffy, against some of the characters you encounter. No, instead, its just waves of 3 marines who attack you on the Thousand Sunny, your pirate ship, over and over. Also, you only get base, start of game Luffy, so you don't have your cool abilities from levelling up in the main gamemode/storyline.
•The lack of interaction with the other characters in the game is so sad and such a waste of potential. So, for all the crew members/special guest/cameo characters like Buggy, Smoker, etc, you can do some side missions for them, but they're almost always just "Hey, Luffy, my enemy, lets fight, and then once you beat me, I'll suddenly have to go, but next time I see you we'll chat and interact pleasantly". Also, regarding allies/other Straw Hats like Zoro, Sanji, etc, apart from doing some basic missions for them, they don't do anything cool really. You can't play as them/tag them in for special abilities, etc
•The game feels kinda lazy and unfinished, and there are some small, quality-of-life features that really should be implemented at this stage for this much money. A big example would be opening chests. There are lots of chests littered around with various loot. However, opening the chests is a pain. The prompt area to open the chest can kinda bug out/be really finnicky, with lots of having to walk back, then turn around in front of it again. Also, Luffy just stands there with a blank expression for 10 seconds while you hold the Y button to open the chest. Surely putting in an animation where he kneels infront of it and fiddles with the front of it wouldnt have been that hard to add, right?


Pros:
•The swinging around like spiderman, and the free-roaming-type open world stuff is great, once you get one or two ability upgrades
•The game is pretty.
•It's a One Piece game where I can actually run around, and not be a jrpg/platformer, or not have to be like Pirate Warriors where you just beat thousands of enemies in one battle.
•Honestly, imo, the main pro to this game is that it's a One Piece game.

In conclusion, this game had amazing potential, but it really just fell apart. Maybe every One Piece game is cursed to be just meh at best. No excuses for it being this poor of a game.

I would recommend this if you like grinding and the one piece universe, but i doubt you would like it with only one or none of these taste.

To get the all skill achievement for all character, ive had to replay the last mission with each character an average of 5 time. Ive also had to save and load 50+ times to kill specific set of enemy to farm exp or certain type of enemy kill.

The stealth doesn't make too much sense, if you kill an enemy at the same time he spot you, you will fail the mission even if there is literally no one seeing you. (Killing them without them spotting you work though)

The resources and chess isnt shared between dlc so you have to start farming again if you want to make equipement for zoro, law, and sabo.

The movement is a bit limited, where you can only launch yourself from certain surfaces, which is annoying depending on the spot you are in. Zoro cannot even launch himself which make his story a walking simulator from points a to b without wanting to do anything else since the time to reach somewhere is highly increased.

So yeah, honetly if you are not a big fan of one piece, and a fan of grinding the same stuff over and over, just stay away from it

Exploration is okay for the most part, since movement can be fun (a la spiderman) and the environments are pretty stylized, which is nice. But that's about the extent of it for positives. Combat is uninteresting even with upgrades in game. The story is bite-sized and pretty uninteresting. Characters have their tropes from the manga/anime but you barely see anything from them. Not worth picking up even on sale unless you're a big enough One Piece fan to let that bring you enough enjoyment to continue the game. Your time is better spent elsewhere.

I love One Piece and I loved the beginning of this game. It felt fun and cool to be Luffy with some of his abilities. But once you unlock the skill tree you realize they did not put a lot into the combat of the game. When you're wasting skill points on a skill that allows you to hold R less when opening a chest you know that they really were just trying to fill the skill tree so it isn't just a few things that are actually worth getting,

Traversing with Luffy's Gomu Gomu Rocket ability is fun as hell. It is fast and feels pretty good when you shoot from tree to tree. What is perplexing is why large parts of the map are barren of any trees and man made ledges (why he can't grab on to cliff ledges infuriates me to no end). This makes the game feel like a slog when you are trying to go from place to place. What aggravates this problem even further is the fact that the navy snipers are so damn accurate that using the Rocket ability they will knock you down even though you aren't trying to engage with them.

What I love about One Piece is how all the characters (namely the Straw Hat Crew) interact with each other. In this game there are barely any reason the crew is in this game at all. Other than Franky and Usopp they are relegated to going on quests where they gather materials that you don't even need since the map is filled with these items anyways. And going back to Franky and Usopp, they make the equipment for you but there is no difference between them.

The missions are so boring. 1. Go to a place, fight someone then go back. 2. Fetch quest. 3. Trailing mission which leads you to fighting somebody (there are only 2 of these so that's good I guess).

The boss battles are extremely terrible. They all play out the same way because of the small set of abilities that you are given. I finished this game hating most of my time with it (hoping all the while that something would get better or more interesting). I definitely wouldn't recommend this to anyone, especially die-hard One Piece fans (you would probably disappointed with the end result).

I really like OP and would like to give a good review but there is so much wrong with this game.

If you are a one piece fan you should could give it a try. If you are not a hardcore fan this will probably very much disappoint you.

- bugs. so many bugs.
- the gameplay is very repetitive (run from A to B, fetch stuff, search stuff, fight that guy)
- the sidequests feel like a beta version
- although the moves are cool you need A LOT of grinding to unlock everything
- I'm the future pirate king and there are basic marine enemies that can kill me in 2-3 hits?!?! (at least before grinding some levels for hours)

So, to start off the graphics are amazing. The game runs smooth and soundtrack is great. But the major flaw within this game, is the combat. You start off really OP and are able to take out people with ease. Then you start getting to the middle of the story. And your normal attacks even while leveling up are basically slapping them with a napkin. Its to the point to where, if u used one Red Hawk (A low "Super Skill") it is stronger than your Elephant Gatling Gun (A high tier "Super Skill...") And gear fourth is not even worth using. Its a good story and game but when your trying to get to point A and point B it really pisses you off when you get 360 no scoped by one of the snipers on the buildings able to kill you in two shots that take 3 seconds to load.

Game is Disappointing... 20 hours for 100+ side quests and main story.

- I just beat the game in a 20 hour marathon; final boss (actually, all of them really, with the exception of Kizaru who was just annoying) were all jokes on "hard" - granted I didn't want to restart on highest difficulty. There were a few what I assumed were bugged packs that were harder than the bosses because they would lock and combo you down or pretty much 1 shot you. Within the 20 hours, a nice chunk was probably spent on opening treasure chests.

- The fact that I spent all the time doing side quests to power up (mind you, it's ONE HUNDRED+ SIDE QUESTS), means that if I didn't do them and played smart, I would've spent $60 on a 5 hour game... that estimate is probably being generous.

- Not sure why they had to sensor "marines" to "sailor"... after all, it's not named "sailorford"

- A "lock on" targeting system that has absolutely no logic to it, and doesn't even keep your camera focused on whoever you "locked on" to... like I'll run into a base, try to lock onto something, and it will target a sniper 100 feet away instead of one of the three people in front of me...

- I would've been okay with Luffy being the only playable character if the rest of the crew did more than just give you more stuff to do, but they're literally just npcs that you talk to. Might as well have been some random street vendor that did the stuff for you.

Had high hopes/potential. Unfortunate. :(

I really love One Piece and have played several titles with adoration, ranging from Pirate Warriors, to Burning Blood to Odyssey. However, i cannot in good conscience recommend this game. The best comparison i can make are the bland open world games such as later Assassin's Creed that do not respect your time.

It suffers from all the Open World tropes, having a massive world but nothing contained within. You spend most of your time travelling from one end of the map to the other, kill one group of enemies and travel all the way back to hand in the quest. It does not respect the players time and forces you to grind for the most basic of mechanics. Example: You have to unlock skills so that opening chests doesn't take 10 seconds to open...

Additionally, the combat in the game is extremely boring, it is just a one button mash and not in the good way. Luffy controls really badly and slowly, not having any impact in his strikes against enemies.

I tried with this game and yes, my steam hours are low, however this is because i originally played it on Playstation and had hoped the complete release on steam would be better.
