Go to windows settings or type graphics in the windows search bar to get to the graphics settings. Once there browse for the game's .exe file in your steam folders and add it to the list presented in front of you. Select the game and click option to change the default render method to your graphics card instead of your processor. Click save and run the game.

Not sure why you are having problems it is odd. It runs perfectly for me without doing anything to it, although my PC has the exact recommended hardware the FX 8350 cpu and AMD RX 580 (which is why i bought it still after seeing the problems others have had) but with 32Gb ram so maybe this is why i have no issues because of having the Hardware the game was built on.
I bought the game today in the sale and installed ,ran it set the settings maxed out and no issues except I still get the crackly audio at 60fps even plugged into the Xbox Control pad but is fine at 30fps so i will have to have a look into that if it feels a huge difference dropping to 30 from 60.
I sincerely hope you manage to get it sorted it is indeed frustrating in these situations.

I just bought it but if this is an issue for me too I will refund it, might be 90% of but still not worth even 7 dollars if it don't work.

Did not launch and I do not feel like jumping through hoops to get it to work so I refunded it. I also thought this was the turn based one so its actually for the better imo.

go to NVIDIA CONTROL PANEL and then press manage 3d settings then press program settings then press "add" press on One Piece world seeker and change the graphics to "high advanced" or somethin like that
