Missing side quests

So, I finished the game but there are some side quests that I couldn't do bc those doesn't appeared on the map.
is this right? i need the dlc to play those side quests?

also, what exactly the season pass and the pre-order dlc add to the game?

All quests are done without the dlc. There is just one quest "The navy fleet" which are not show on the map. A good guide can be found here:

You get more quests the more karma you get.

What the seasons pass and pre order dlc unlocks can be found on the shop page.
