same man, i feel entirely the same way and i have thought about all which you mentioned, specially about if it could be one big world that is able to house every player in it instead of servers, it would feel so alive and every person or crew's reputation and fame would have so much meaning, it really would be like the one piece universe. imagine being one of the few people with a logia devil fruit, knowing you have the only of its kind and you are a force to be reckoned with, that stands out among the other thousands of players. or having a bounty so tremendously large that your name has spread out throughout the entire world. it feels nice just to think about playing something like that, but sadly i don't see how anything close to what i want is possible today without it being a disappointment. the only way i can think of to have so many players at once is something like World of Warcraft's instance system, where you have to load whenever you go into a different zone.
as for devil fruits, i think that other than quests to attain one, they could just be hidden or spawn randomly and it would take exploring, searching or just luck to find one. they would be extremely rare though and only a small portion of the players would be devil fruit users, others can look to become stronger through haki, rokushiki, or improving in whatever type of combat they chose, such as swordsmanship or guns.
I wish this could be a reality I have so many crazy ideas for a One Piece MMO
I too have been dreaming about this for a really long time, I got really excited at the release of games like Atlas, and Sea of Thieves. To me they introduced the possibility of a One Piece MMO.
Since we don't know what the One Piece entails yet, I can't know if it would actually be a good goal for the game. But regardless I would want it to have a lot of different paths, such as joining a kingdom, being a king, joining the marines, being a merchant or becoming a pirate of course. And although an underlying goal for pirates like the One Piece would be fun, it isn't necessary. It does not have to be like One Piece to an exact, just an open world pirate universe with devil fruits is good for me.
So it's very possible to get full-fledged One Piece MMO on mobile, it won't be the same as a PC version, but if you look around, the MMO scene is dying, there are only a handful of decent MMOs - WoW, ESO, FF14, GW2 and the rest are some Indie MMOs in perpetual beta with a very uncertain future. It's not like 10 years ago when MMOs were launching left and right and you couldn't handle playing them all.
Now the fad is Battle Royale crap and Survival trash games. Why? Because they are really easy to make - you don't have to make content for them, just use some tool to randomly generate a large map for you, place some buildings and then either make it Battle Royale and put random weapons and armor in the buildings or create a Crafting and PvP system and make it a Sandbox.
So it's most probable for a One Piece MMO to launch on mobile, it won't be the ideal solution, but it can be played on PC through an emulator and it means less effort and risk, and more revenue for the developer.
No one wants a mobile game, and I personally don't want an MMO with balancing either judging from the examples you are using; since that would probably mean having the same quests and objectives for every single player to follow. And what I want is a massive online sandbox where every player can choose what to be, what to do, and especially where to head to. What you listed is obviously possible but a One Piece-themed Shadow Raid Legends isn't what anyone with this idea is looking for.
Have you even seen video footage of what Sword Art Online Integral Factor is? Your comparison to Raid: Shadow Legends is completely, 100% false. Please educate yourself before making such laughable statements.
Raid: Shadow Legends is a turn-based battle game with optional Auto Combat, double speed, Energy/Stamina system. It has no real world and you use a map to travel between battles that are separated in waves.

Sword Art Online Integral Factor is a real, full-blown MMORPG on mobile devices, the only restriction being is that every area is instanced and it does not possess a true open world. Gameplay is exactly like a real MMORPG - you have to manually go everywhere, nothing can be automated, you can go wherever you want at any given time (once you pass the initial tutorial).

The only other REAL MMORPGs on mobile that I know of are:
- AdventureQuest 3D (zones are instanced)
- Villagers & Heroes Online (zones are instanced)
- RuneScape and Old School RuneScape (real open world)
- Toram Online and some of the other Asobimo games
All of the games listed play like full blown MMORPGs on a mobile - no auto system, no energy or stamina that restricts you how much you can play, you have complete freedom.
I think you're not quite familiar that there are actually real MMOs on mobile and they are pretty good, the only shame is that some of them aren't ported on PC and if you want to play them on PC, you have to use an emulator.
That's why I'm saying a real mobile One Piece MMO is the only possible thing, because there are already living (and successful) examples of such games and a developer (like Bandai Namco) will not risk creating some automated piece of crap for One Piece - they will either make it a real mobile MMO or not make it at all.
lol i still don't want a mobile game. and if that is possible on mobile then why not make something similarly demanding for PC? i'd be satisfied with something not very demanding as the first game. while SAO doesn't seem that terrible on mobile, i don't see how an rpg in which you mindlessly follow quests and kill mobs compares to what would be an open world pirate game where you can sail anywhere, or have any of the other possibilities i previously listed on the thread, such as even being able to form relations with other players and sailing together; i don't see that or any other immersion possible in mobile.
if you want to see an actual example of what it could be like without being very demanding look up One Piece on roblox.
all i want is a sea dogs or even sid meiers pirates clone with a one piece skin. it would be so easy too and could easily have everything anyone would want in a one piece game.
I've given it some thought, and a blank slate One Piece game (not revolving around the franchise's characters or storyline) would just make more sense to be Online. I feel like it is too hard to make a world like that feel alive if it is in single-player, and I fear it would just turn into mindless fighting like all the other One Piece games. It would just be too linear, I don't see a way that it would be how I want, which would be an open world game that gives you complete freedom over your character, path, and choices. There would be devil fruits already taken by NPC's, and the game would just be like "Go to this Island and fight this guy", because there's no way they will develop a character and his fighting just to put him at an Island the player might never end up sailing to or interact with him. Online, there wouldn't be things designed just for you to interact with, the strong people and devil fruit eaters will be other players like you, people that you may never see in game, their bounties will stand out and actually have meaning.
I'd be stoked for a One Piece single player, but it would just be so bland. "Okay cool, the 7 warlords are doflamingo, hancock, moriah, weevil, law, kuma, mihawk.. and their abilities are the same as the show". It's just fan service at that point to interact with the characters, if not another fighting game.
Maybe it'd be better if the entire world was a complete blank slate with new characters, but I doubt a studio would do that and have to design new characters and their fighting, etc. However a knock off One Piece title named something like "Pirates and Magic", with essentially devil fruits seems possible... But it would still feel Linear in my opinion.
