Where are the free DLC outfits?

I cannot for the life of me find either the Germa 66 Raid Suit outfit for luffy or this new Stampede movie one released in today's free update. Anyone know whats going on or how I get them?

Steam doesn't seem to update this game properly at all

The Raid Suit is already unlocked and on the Sunny at the door where you can change your clothes. I haven't found the other outfit yet either though. Maybe through a challenge mission as reward?

I don't have it anywhere. Seems steam isn't updating the game for me and I can't seem to get it working -.-

I have both the Raid Suit and the Treasure Hunting Outfit at the door at Thousand Sunny just playing for the first time since the update

I believe it's part of the Expansion pack.
