Juleston - Out of Power - Embrace

I raised the spire in Juleston, but there's still water at the base. I went through refinery and ran both loads of sulfur all the way through the process, dumped the liquid, but now power is turned off. 115 volts are set but I can't restore power. Was trying to drain water from the spire, but not sure if I was supposed to do the second pass. Any advice? Need to go back a save?

After you restore power a 2nd time by making a whole new circuit set at 115 (and flipping the thing), there should be a tank around the spire you can finally interact with to drain the last bit of water. Earlier, it wouldn't work cause it was full of acid. If you cannot flip the thing at 115, then you definitely have something bugged with your current session.

Figured it out

After the power goes out, the batteries have extra charge (now 155), so you have to bring it back down to 115
