The puzzles in that level are VERY complex on the scripting side. I do level design and scripting myself and I can feel the pain the team responsible for that level must have gone through, even more now people are getting stuck in that section left and right.
I hope there will be fixes soon. so far I lost roughly 1-2 hours of progress because I had to reload an earlier save state.
Glad I didn't run into that glitch, that crane is diabolical, 2 control pods on a circle that goes up and down. I thought I had it stuck at one point but was able to back if off the rock eventually.
The idea of getting another iceblock was there...so for the record:
Go back to "ice" (where the crane is), all over the bridge, through the "tunnel/cave", and to the tower with the ladder (where the bridge is opened). Climb up that ladder and control the crane from there to do the whole getting another iceblock thing, and bring it to the chute, all from that one control. Only this one can actually lower and raise the crane.
The lift uses a bit of logic along the lines of "if player is on the lift, then allow motion in this direction, otherwise go that direction" - so if you stand outside the lift after you've used it and move it while you're standing on the catwalks, you can cut off your path back to the floor.
I managed to bring it all the way back over to the ice crusher at it's "low" height, where it clipped through the catwalk railing and got weird to interact with.
