It's not explicit but you can tell from a few things, firstly they needed to build the gravity cannons to reestablish travel and presumably pair conversation stones, enough time would have had to pass to have a reason for keeping separate cities with schools and so on, but ultimately the story of Poke gives the most concrete clues, you can find some journal notes from her in the Hanging City
She was born on Ember Twin and apprentice to Annona, the warp core architect. By the time they get the Black Hole Forge built and working, Annona has passed and Poke having at least come of age, is the only one capable of operating it, having to recreate Annona's work but having never seen it herself
The logs from when they crash report that the beacons and pods are all at least intact and broadcasting, but we don't discover when exactly they made contact again. It's likely the conversation walls and stones need to be paired before they can communicate so they had to physically meet up first, but they would've at least known which planets to try from the beacons.
