If the scout is on the Quantum Moon, but you're not, you won't receive any actual images, just static.
Also, when I played around with warp cores on the ember twin, I lost the scout at some point and got the same static when I took the picture. That made me think I could land on the Quantum moon by falling into black hole in some special way.
Have you tried taking a picture of the moon itself then just landing on it? Maybe that does something different.

it really isnt. If youve taken a photo of the moon, the picture is saved on your ship, as long as you are constantly watching the image while flying, the moon stays there.
Even if, lets say you do snap a picture on the surface, it wouldnt matter bec the planet teleports. The planet and the surface is its own quantum object. So while you would see the surface, you would not see the planet so youd still not be able to land.
But if you have the picture of the moon while flying, the moon can never teleport, the moment you do switch pictures, it will. It makes sense.
Honestly, the puzzles in the game are well-crafted but not enigmatic. Their not war codes that need to be broken, they're more like magicians tricks: crazy hard to figure out but with an actually simple solution.

the quantum moon is covered in a thick layer of fog that obstructs your vision when entering, therefore you can't just fly towards it.
if you place your scout on the moon, doesn't matter because the planet and it's surface are 2 different quantum objects. Plus, with such hard and thick fog it might be hard to transmit an image back to the player, so you just get static.
there's some holes in the scout on the moon part but when it comes to how the game works, I think it makes sense. I did have trouble with the puzzle though too, I get your pain.
