Is there a mod for the game that increases the fps?

I don't know of any mod, but you can simply do this :

In your C:\Users\<username>\AppData\LocalLow\Mobius Digital\Outer Wilds directory, create a new .txt file called secretsettings.txt in that file, add the line PhysicsRate=120 , or instead of 120 whatever your target framerate is save the file, close it, and re-launch the game.

Be warned that this can apparently cause some issues.

My understanding is that part of the reason OW's framerate looks like it does is because it's doing a ton of physics calculations for the little solar system (and objects near you and your scount), and locking the framerate (to 60 I think?) helps keep everything synchronized and working as intended.
Be warned: tweak the fundamental constants of the universe at your own peril.
