Echoes of the Eye Static Sound
Spoilers for mid-dlc exploration

I'm kinda curious as to what this is because whenever I turn out the candles in the dream world (or simulation?) I hear this weird static sound. Is it a warning for whenever they are close or is it just to make it more tense?

Some candles in the dream world are important but I never noticed a static sound.

I do not recall a "static sound" associated with the candles.
You might consider running a Verify Game Files and seeing if the sound changes.

it is pretty quiet, I usually can only hear it because I play with my sound louder than what I usually do

For most candles, I only hear the "puff" noise of the player blowing it out, at least, the last time I played.
