tho if your gpu and your cooling system can manage to keep your gpu under the temp which would be dangerous for your gpu (which is on nvidia cards usually 85°C+ (sorryi dont know jow much that is in °F) will you be fine regardless if it uses 96% or not.
if you are really scared, just limit the game via screen hz setting.

o there is a way to force this:
In your C:\Users\<username>\AppData\LocalLow\Mobius Digital\Outer Wilds directory, create a new .txt file called secretsettings.txt in that file, add the line PhysicsRate=120 , or instead of 120 whatever your target framerate is save the file, close it, and re-launch the game.
This functionality is hidden because easily allowing players to modify this can cause many issues on lower end machines. Try this out and see if it works for you.

just set it to 60 and you should be fine.
i know all this is in german but its the options which lists how many screens you have etc.

on the bottom see you that i have 120hz. that is the option where you can set your screen to other hz options.
keep in mind that you maybe get ghosting stuff at 60hz since your screen is probably mainly modified for 120~144hz.
if that really disturbs you (its not as bad vissible in outerwilds) do the file thing which i copy and pasted. it works tho.
I have practically no idea aobout computers, but that's quite weird. I thought that the game would cap it.
Your GPU is running this high because, unless you cap the refresh rate through the use of V-Sync or FPS limiters, your GPU will render frames as fast as possible. So when not limited, your GPU will give it it's all to render as fast as possible. The only time your GPU should drop below that is when it hits a framerate limit. If your GPU is rendering *below* ~90% when not limited and running a vidoe game then that means something is (likely but not always) wrong and your GPU is not giving full power.
