No it won't be free. They would not advertise it as a DLC if it was just a free update.

The game is 100% worth the price and I highly recommend you get it anyways, but the expansion will probably be around 1/2 or even 1/4 of the price. If it was going to be free they probably would've announced it as... a free expansion.
