I bought forgotten cities because all of the reviews claimed "It's just like outer wilds!" but it is not IT IS NOT. You may like it, you may think it's a great game even, but it is NOT the Outer Wilds. Do not buy the game for that reason: do more research on it before you fall into that disappointment waiting to happen. It's possible I might have even liked the game if I was not told it was an Outer Wilds-like (well, I wouldn't go that far).

Subnautica has, rightly, been recommend by others. It uses the environment and short log messages to tell a great story much like Outer Wilds. It has light crafting and oxygen/hunger/thirst mechanics but if that is too much there are plenty of mods that will let you tweak it for your own pace. The crafting mechanic helps pace the story and directs the exploration so that the story is told in the right order. I would not classify it as a "survival" game.
There have been many good recommendations here, but I will recommend a bit of an out-there one. Totally different genre and style, but I dont typically love these sorts of games and Omori really had an impact on me. Its similar to Earthbound or Undertale I suppose, but has a very different context and tone when you actually get into it. In fact, it was beating Omori and looking for other games with similar emotional weight that led me to the Outer Wilds.
Just like Outer Wilds, its best to go in as blind as possible. Do keep in mind that its pretty emotionally draining if you're one to invest in stories and I genuinely felt pretty rough for a few days after beating it so maybe dont play if you're in a bad place already.
