How to change language?
Normally you will have a language tab in the properties setting. However it's not available in this game. I have my steam set to chinese but game is still in english.

Hmmm I don't see language under text & audio tab neither

You have to be in the initial star screen for it to show. If you star the run and try to change while paused, the option won't show.
