I put that to launch parameters and it completely fixed the stuttering for me. Hope it helps.

In your C:\Users\<username>\AppData\LocalLow\Mobius Digital\Outer Wilds directory, create a new .txt file called secretsettings.txt in that file, add the line PhysicsRate=120 , or instead of 120 whatever your target framerate is save the file, close it, and re-launch the game.
This functionality is hidden because easily allowing players to modify this can cause many issues on lower end machines. Try this out and see if it works for you.

Slight improvement, but no -- it didn't really resolve the issue for me. I'm glad it did for him though.
It's a shame, for the game is great.
It's also interesting that after a year of being on the Epic store, none of the people that bought it apparently had a high-framerate screen. Or that so few people bought it there (due to lower overall number of users) that it never got thoroughly tested. Now suddenly all these 'new' bugs are showing up. I guess at least it's good that the game runs correctly on the base pc spec.
Epic is the perfect launcher for those that don’t want reviews or convenient discussion boards on these issues
Make sure you dont create an RTF file and then rename it to txt, or it will have hidden stuff that will make it not work which was my issue the first time. I used notepad++ to see it and create just the one line in my txt file and it worked.
Also turn down Shadow quality from very high to high. Using a 2080 TI, that allowed me to mostly always hit 120 fps.

Can confirm this works 100% (as long as you can maintain target framerate)
