Despite this, I would imagine bosses are resistant or immune to this effect but I have never used it myself, seeing as the wiki information on debuffs is scarce, I wouldn't rely on it.
As for how much damage is converted, whether it be all damage or just a portion, and how this affects your dps appears to be unknown. Hypothetically, converting damage to shock should mean you can apply the debuff but do no damage since shock doesn't really do damage as it is meant to be a defense breaker only. This, however, is clearly not the case since the player still does decent damage with it.
