Yes objectively they are not bad (considering myself also won with Prevention Over Cure, I don't like Serial Bomber much though), just that in general you will want something better. Eg: Having shovel will give you Sandbag, a common item as potential boss reward.
At least in my opinion, it is better to have individually good items that function great on their own than having a good set, therefore it is a more of a matter that you can get something better than those that I said are "bad", some others are real garbage though.
If I don't misremember, no. both are treated as melee if I remember correctly (despite having range properties)
