Like do the stats lasts forever still? Also what is the way to maximize food, do I try to buy as much as I can per floor? or do they scale up in effect the further I am in the run?

The stats are permanent for that run. Generally speaking you want to maximize your hunger bar to get the most stats and you can do this by finding the Inn early each floor, eating there, and then continuing the level to lower your satiety so you can come back and use it again.
