I wouldn't necessaily call the game "broken". I'd say it's just in a curious state of "not fully polished or finished". It's definitely playable, definitely lovable or hateable. I think I have 100+hrs in it now, plus at least a half on top of that analyzing the thing and collecting data...
So while it's definitely playable, it's also definitely exploitable to the point of breaking the game (literally) or OP'ing yourself so much some crazy thigns happen (like, DL timer rollover, bullets collision stopping working due to too many events happening, etc).
There's a chance that you get a rare bug prrventing you from starting it up. Happened to few ppl from what I read, and AFAIK noone was able to trace why it happens. I think there were some problems with multiple monitors, specific controllers...
Oh, Twitch intergration is definitely totally broken, because the API changed or API keys expired, something like that.. Or at least, it was, half a year ago.
Oh. And I got my copy on GoG on some really nice sale. GoG and Steam are actually a bit different versions, but I don't know of any noticeable differences gameplay-wise. GOG's achievements are a bit screwed up, IIRC it is not possible to 100% them, since some entries are just botched by the game's code. IDK how that looks like on Steam version.
But honestly, as quetzalcoatl mentioned, the game is totally playable - and it's good.
This isn't a game you play just once so, finding out the bugs and crazy builds end up making part of the experience - most of the times it's a funny and nice kind of jank.
