Can't put landfills at the bottom of map

I don't like bridges, trying to fill whole map with land and already did it once in classic mode before nuclear update..

But now I can't:

One thing you can do is with the Hamburger menu to the bottom right, un-tick all the options and remove all your items from your hotbar except for landfill, that'll leave you with a tiny hotbar, allowing you to place it all.
