Capping refresh rate with amd?

I have the 144hz monitor issue with the game. I can lock my monitor's refresh rate at 60hz which fixes the problem, but I want to know if there's a way to lock it for just forager with amd settings. Thanks. Edit: There used to be a feature called Frame rate target control, I can still search it up in the amd settings but It doesn't do anything. There is also the "chill" feature which lets you set a minimum and maximum fps, but this doesn't seem to fix the issue either. Edit: ♥♥♥♥ amd

don't know why but when i see AMD i think of the CPU but i see this is about the "Radeon" Video cards :)

The amd frame rate target control is something that used to be available but they removed it and replaced it with amd chill, which unfortunately doesn't work. I didn't think about using a third party program however, that might be the solution. Thanks
