only way i got my FPS to drop down is the sheer amount of animals i put on a single lure. and im on a 7700k i7 @4.5ghz and a 2080ti. it took that to bring the game itself down to only doing 42 fps rather than 60.
I'm not claiming to have the end-all be-all high end computer, but i can still run games that seem much more graphics intensive at a very constant 100+ fps at all times with all setting maxed, so i doubt it's that. Also the previously mentioned steady 60 fps were played on the same machine, just a couple months back. Window is fully up to date as well.
EDIT:
I am not running a mega powerful rig, but I am still only seeing 30% CPU load and 50% RAM load when the game drops to 30 FPS.
When I move away from my core island the FPS increases back to 60 with no issues. Only structures that I currently have working all the time are 3 banks. As soon as I move away from them the FPS goes back to normal.
For anyone using an NVIDIA graphics card, do the following:
Make sure your monitor refresh rate is configured correctly in the Windows Display Settings. For me, it was set to 143.998 Hz because I have a 144 Hz G-SYNC Monitor.
Next, open the NVIDIA control panel and go to 3D Settings->Manage 3D Settings
Select the Program Settings tab on the right and find Forager in the dropdown (add it if you don't see it).
Select the following options:
Max Frame Rate: On->60 FPS
Monitor Technology: Fixed Refresh
Preferred refresh rate (Your Monitor Name Is Here): Application-controlled
Vertical Sync: Use the 3D application setting
Then, when inside Forager, turn V-sync OFF in the game settings.
I hope this helps anyone who was as frustrated by this as me!
