Skeleton Warriors don't spawn

Came back and started a new game to check out the nuclear update but my progress got completely bottle-necked because skeleton warriors NEVER spawn for me (even with 4 graveyard biome squares). I had to find the skull maze and farm the few in there. Even with the necro rod, I never seen to spawn the big guys, only the mobs. And I know I bottle-necked because after I upgraded my sword and pickaxe, I could immediately upgrade them again.

It's annoying to have to go all the way into the maze just to get a few Great Skulls. Is this a problem with my game? Is anyone else having this issue? Or did they just lower the spawn rate of the skeleton warriors?
