Nah for other buildings if you destroy one the price goes back down. If you break all your fish traps the cost to build a new one will be the same cost it was to build your first originally.
Shrines never go down in price specifically to counter/punish the kind of thing Freeloader said they were doing. Hint: Power stations reduce the cooldown of shrines.
