Landfill
i think it's better if we can alter the landfills, like mining it would make some space for water. suited for offshore drills and fish trap, making it more presentable in their placements.

The Obliterator will allow you to dig up anything, including the land. I can't remember what building you can craft this from though. Spirit Crystal, I think?
