Steam Save Data Problems
So to preface, I share my PC with someone else, and we use the same WIndows Profile. However, we use different Steam accounts.

The problem is that my Steam account seems to have "integrated" or "synced" with his data for this game. When I launched the game for the first time on my Steam account, I found out that his world was in my save directories, and that all the extra achievements and such had already been unlocked.

I've tried turning off Steam Cloud sync and installing the game on my own personal laptop (that he has never used) but it seems that now my data is basically just where he left off from. Is there anyone here that has any suggestions on what to do so that I can start the game from 0? I'm really in to getting achievements and such so this is really really bugging me. Any help would be appreciated.

I have the same problem, my son has the game, I was using one of his save files, but as there are only 3 and there are new things to do with the update he wanted his same file back, so I bought another copy of the game and when I logged on and opened it up there were his save files. When I play on them it changes on his area too. What was the point in buying it again??!! Very disappointed. I see in other discussions that there seems to be different save areas for different accounts, but this isn't the case on my computer, not sure why...

Yeah I agree, I refunded the game for now and am playing on my brother's account. However, I'd really like a fix for this soon so that I can get a copy for myself and experience the game fresh myself.

Sharing 1 PC requires you to have 2 Windows profiles as well as 2 Steam profiles.
The problem you are having isn't to do with steam or the game
To be clearer Steam saves Forager saves to
C:\Users\(User Name)\AppData\Local\Forager
As you can see Steam isn't mentioned in the path name

I've tried downloading and playing the game from my personal laptop already, devoid of any other Windows or Steam profiles and yet the same save files are still being transferred over. If this isn't because of Steam's cloud service then I'm not really sure what the problem could be.

That is because the save files on the other computer were synced to the cloud.
Steam does not separate/filter save files per Steam account on the same computer account.
In order to have two separate users' save files on the same computer without mixing them together, you will need to make a separate Windows user account for each user on that computer.

I understand this, however, having already played on the same Windows account as my brother, it seems that my Forager Steam save files have automatically taken what was already present (my brother's saves and achievements) and synced them to my Steam cloud automatically, hence why it now does not matter what device I play on. Is there any way that you know of to remedy this problem?

Move the files (location referenced in post #3) to the proper owner's Windows account, then remove them from your Steam cloud by overwriting them with new saves on your Windows and Steam accounts.
The original saves that were replaced by your brother's files are gone.

I can't seem to overwrite Steam's cloud files, every time I remove the saves from the file's location, restarting the game recreates them (I believe this is the cloud doing it's job as intended). Can you link a tutorial or provide a more detailed description of how I might go about overriding this?

Turn off Steam's cloud sync.
Play a bit, make new savegames.
Exit game.
Turn Steams's cloud sync back on.
Start the game, you should be prompted to pick cloud files or local files to resolve version mismatch.
Pick local files and they will overwrite the cloud files.
Done.

I've tried this but am not able to get a prompt for a conflict between local and steam files. Additionally, in forager, there is a menu for unlockables. Although I am starting fresh, several items have been unlocked, yet the icons remain undiscovered. (meaning that the number for e.g. hats is 25/65, even though I haven't played yet).
