Trouble with Great Skulls

Great Skulls are now a requirement for most of the skull tier items, which would be fine, but the Skeleton Warriors that drop them no longer seem to spawn naturally. I'm quite far into the Graveyard biome and despite finding the island that has a few of them on it, they still aren't spawning naturally. Was this an intentional change? It's fine if it was, but it does put me into a bit of an issue since I'll need to earn quite a few points to put into Magic to reach the Spirit Forge.

lol a bit of work but necro staff can create large skeletons but pretty slow untill you get the infinite charge staff from the wizard but considering what he asks for thats not as simple i ran into the same skull issue in my playthrough early on it does suck tbh besides buying them or doing skull dungen making them is probably the best way

Yeah I ended up just using some spirit orbs to unlock the Spirit Forge. I was actually incredibly unlucky and got the Skull Maze as my last Graveyard island. Thanks for the advice though, after that little hiccup, I'm actually quite happy with the changes that were made for progression.

you can use market to get great skulls in groups of 5-10

you can build a spirit forge and then you can craft great skulls there for kinda cheap.
