Depends.
If you're seeking to replace the game model with an actual person, you run the problem of all sorts of "legal". What I mean is, if you don't have consent from the person you're replicating in-game, that's a whole lot of trouble. If you ever paid attention to TV shows and movies, there's usually some clause that pops up that says, "Any semblance to a person living or dead is coincidental," somesuch.
And then there's the situation of changing the model to one that resembles under 18.
Plus, I dunno what to say if you're, say, seeking to change the model to the girl next door. If she considers you a creep in real life, I hate to think of what she'll think of you molesting an avatar of her in a game she doesn't approve of.
But then again, if there's a mod for it, do whatever, it's your game. If nobody knows, then whatever.
