Missing Lockpick merchant...?

I am not sure if I am the only one who encountered this or if there is a post about this already. To get the lockpick and ascender we have to complete the side quest and find Takiy's dice. I completed the side quest and one NPC became a merchant. I bought the ascender and lockpick, I wanted to buy the laser sight for the assault rifle but I didn't have enough gold.

I progressed throughout the game, got enough gold and came back but I can't find that merchant, she disappeared. I googled it and I was looking at the right place, I also record my gameplay with OBS and watched the video, I was at the right place but she is just gone...

Is this a bug only to the PC? is there a fix for it? anyone know? I already tried to fast travel from one place to another, changed to the Blue Heron Tunic in just in case, uninstalled the game, restart my computer, re-installed and restart my computer again and still nothing...

That special merchant travels around and doesn't stay at single location like all other merchants.

thank you for the reply. Too bad I just literally finished the game. Why do they have to put her on different locations though.. Weird.
