shadow of the tomb raider, is taking high gpu and cpu usage

so here is what is happening when i start the game then my cpu goes to 100 percent and then when i hit continue on the game, its started loading but still its raised to 100 cpu and after that where bunch of people are staying or even when i close to the walls too its giving 100 usage. even i lower the settings too and its still the same thing, i already scanned my full computer with norton 360 and it didnt found anything but when i did the norton power eraser on safe mode then its found the risks and i removed it and still 100 usage i dont believe this, its a definitive edition. should i call to square enix to let them know the issue or should i get the refund. my other games runs totally fine. i have done everything, even after reinstalled the window too its happening. i need your help guys.

intel core i7 7700 processor. thats what my motherboard can go up to
i have 32 gb of ram from corsair
i have gefoce gtx 1080 graphic card, i had bought that directly from nvidia.com
and windows 10 with latest updates
