~ "Jun2010_d3dx11_43_x64" (I assume this is DirectX 11)..I know have DirectX 11 already installed.
~ "Jun2010_XACT_x64" (I have no idea what this is)
~ "Jun2010_XAudio_x64" ( Obviously audio)
There are 32-bit version of these files, but I am on a 64-bit machine I really have no idea which of the above files I need to install. But frankly, I really don't see how this would be the problem.
As for Visual Studio, still no idea what's going on. It appears I have a higher version already installed, so no idea why it won't work.
I feel really stupid, but I honestly have no idea how to proceed.
So to sum up, I've tried:
1) Reinstalling the game - didn't work.
2) Run as Administrator - didn't work
3) Reinstall Visual Studio - Error stating there is already a version installed (higher version than
posted above).
4) Went to SquareEnix Support page, in hopes of sending a ticket, but in the form there's nothing about reporting a problem with running a game.
5) Verifying files - didn't work
6) Running the game through the executable .exe. - didn't work
I can't think of any reason why this game isn't working. It just doesn't make sense. No problems at all, ever with any other Tomb Raider game..or ANY Steam game for that matter. What have they done to this game that's so different to any other?

I let that do it's thing, but didn't help the problem.
I looked in my Rise Of The Tomb raider folder, just for the heck of it (this game has run with no problems at all). - I noticed there is a folder in there called "_CommonRedist". This folder contains 2 other folders..one for DirectX which contains the June2010 versions, and another folder which contains Visual Studio 2012 version.
I checked every game folder in the Steam games folder, and EVERY game folder contains at least one of these 2 folders and the files inside them. Both TR13 and Rise have these folders/files.
They are in the "Steamworks Shared" folder, so not sure if that means it applies to all installed Steam games, even if it is not directly in the invidual game folders.
However, in The Shadow Of The Tomb Raider folder, no folders/files as mentioned above are anywhere to be found. Other people seem to be running the game fine, so I honestly don't get it.

Kev3100: From your last post it appears the game is working for you now? Please let us know if that is not the case.
Marcosis: You had problems which turned out to be Bitdefender related. You are now no longer blocked from playing the game.
David.whitbeck: You had problems with Bitdefender permissions, which have been resolved, and you are now playing the game.
Dave4aries: Same story: Bitdefender was blocking write operations (which is a valuable piece of information)
Stonekiller: You are still having issues. Can you clarify if you also do not have a Shadow of the Tomb Raider folder in your documents folder? Can you see if any of the Bitdefender causes is applicable to your situation?
Moonpies: You are still having issues. Please do not copy over any _CommonRedist folders from other games to the Shadow of the Tomb Raider installation folder, it is not a missing folder. Can you see if Bitdefender is causing issues with either letting the .exe run, or allowing the game to write to your Documents folder, for process of elimination purposes?
Just to sum up everything I've tried, so it's a bit more clear for you:
My PC specs :
OS: Windows 7 Professional 64-bit Service Pack 1
Processor: Intel(R) Core(TM) i5-4460S CPU @ 2.90GHz (4 CPUs)
Memory: 8192MB RAM
DirectX Version: DirectX 11
GPU: NVIDIA GeForce GTX 960 4GB
Things I've tried:
1) Reinstalled the game
2) Verified files through Steam library
3) Run as Administrator
4) Run directly from the SOTTR exe ( get error "The application was unable to start correctly (0xc000007b)" )
5) Update .NET Framework to 4.7.2
6) Verified PC file integrity via sfc / scannow
7 ) Update DirectX (even though I have DX 11) from here https://www.microsoft.com/en-
us/download/confirmation.aspx?id=8109
8) Reinstall Visual C++ Redistributable for Visual Studio 2015 from here

14.0.23026, I have 14.0.24215 so I am unable to install the older one )
9) Added anything to do with SOTTR in Avast exclusions
10 ) There is no Shadow Of The Tomb Raider folder in "My Documents" folder
In the mean time we have to ask the kind of question no-one wants to ask or get asked, but it's necessary because it's not explicitly stated in your list:
- You checked Bitdefender isn't running or even present on your system?
- Other third party software aren't running? From streaming software to desktop organizers, anything.
1) I do not use Bitdefender, I use Avast Anti Virus I have added the SOTTR folder to the exclusions in Avast..
2) I don't have any third party software running.

The error code you receive indicates there is a corrupt or invalid DLL on your system, but it is not possible for us here on the forum to find out which one. Unlike OP I do have a shadow of the tomb raider folder, there is a lot of files and junk in there including the launcher. It always opens the game using steam as a gateway however and I get the loading icon on the cursor, steam says I'm playing the game (says i have 21 hours playtime but i've not even played the game) and that's it. Also I can locate the game running in the background in the task manager however it will refuse to let me force close it. Not the best with PC's but have literally no idea what else to try and i'm dying to play the game..
